(1) Work in HÔNG KONG should remain undercover on a permanent basis, while work in China should be linked up with the anti-Chiang fight. HONG KONG should promote the growth of cadres and organise and supply them. Today, work in YUNNAN is different; in the past, premature exposure resulted in the uprooting of the party in a period less than 5 years. Economic struggle is not an end but a means. Through economic struggle, class-consciousness is lifted and labour unions are formed and consolidated and their active elements are absorbed. This is what we call real success. On the other hand, if we content with only securing economic satisfaction and improvement, this is not a success. The "LI LAP SAM Line" is erroneous.

Pay no attention to form and name of organisation, character of which may be "grey" in order to avoid break-up and suppression by the Kuomintang. Organise through demands of daily life.

During the "LI LAP SAM period", the struggle for higher wages and shorter hours was premature. This coupled with slogans of supporting the SOVIET and Red Army, is wrong policy. It was not understood then that economic struggle would develope naturally into political struggle in due

course.
