certain we would do so next year.

(Trans. Note:

the "Liang Kwang Column" now fighting in Central China was organised in Shangtung in 1946 with the former Communist East River Column personnel as its nuclai.)

Through the development of guerrilla warfare in South China this year, we would be able to attain bigger victories. Regarding our future form of attack, it is asked: "Shall we purge the internal line first before we proceed?" According to MO'S estimation, the possibilities are: (a) To capture Peiping and Tientsin first and thence Nanking and Shanghai, and (b) to occupy the vast rural areas first and thence seek the final settlement. Therefore, it is not necessary to purge the internal line first.

In the South, shall we rely on our own strength as the main force, or shall we wait for the Southward Dive of the "Liang Kwang Column" to offer answer to this question? Subjectively speaking, we should do our best on our own initiative, and from an objective point of view, organisational work is equally im- portant. We should consider that even without the aid of a South- ward Drive, we would be able to solve any problems ourselves. Therefore, we should proceed with great boldness in order to lay down a foundation for the reception of the Southward Drive of the Liberation Army. By doing so, we may be able to increase, within a period of 6 months, our present strength 5 to 10 times; that is to say, we would have 100,000 to 200,000 armed strength and would be able to solve the South China problem on our own strength. apart from this, we are aided by a national situation never more favourable than it is to-day.

American aid to Chiang creates no problem. In any case,

it cannot save him. The 4-billion dollar aid last year failed to accomplish anything. Now that the Liberation Army has become so strong and powerful, even if the aid is increased to several tens of billion, it would be equal to an amount of several tens of thousand. Can America give military aid? Little aid is of no avail; while bigger aid means another World War and brings people throughout the world against her. During the past, we had only 20,000 to 30,000 men and yet we could defeat the Japanese and grow up to the strength of one million. Now that we have several million, why should we be afraid of America? Therefore, we have no fear for America.

Problem of the Middle Classes. LI and TSOI ( 3

are the opposition party within the pamp of the CHIANG'S ruling classes. They are our strategical allies, and indirectly our military allies. The Chinese Democratic League is a left-to-the- centre group. They are comparatively better. But, even within the C.D.L.= there exists a Leftist Clique, including such as Wong ( = ), Họ, (T ), and Chau (

). The K.M.T. Re- volutionary Committee is more complicated, as it includes many bureaucrats, and Rightists and Leftists such as HO (15) ), LAU (柳 ), TANG (Az

TAM (), and others, TSOI CHO (X) intends to go; while LI

) is also in favour.

We should criticize them, but care must be taken not to make sweep ing criticism. Comment on concrete facts and recognise those who are good. "Criticise correctly and rally their support, tightly". Make use of them on short term prospect. In front of the ma8808, do not give them any publicity; and assume an indifferent atti- tude towards their good or bad points.
