With reference to COSSEA 666 paragraph 2.

We confirm that the threats to Hong Kong are

Internal unrest probably sponsored by Communist inspired Trade Unions.

(B) Large scale influx of refugees by land and/or

(C) External aggression by guerilla bands probably Communist inspired.

In this telegram we do not cover an organised and concerted Chinese Communist attack staged for the rendition of Hong Kong nor a full-scale attack assisted by Russian specialists. At present we regard these as only remote possibilities.

We agree generally with the views of the

(14) Governor stated in his telegram No. 84 to Colonial

(A) The possibility of large scale influx of refug- ees does exist. We must therefore plan to meet this threat even though the Governor considers it unlikely at present.
