Refugees.
Philippine Government have agreed to take up to 6,000 at any one time on condition that they will be re- settled within 4 months.
2. Rucher feels I.R.O cannot give this guarantee and Philippine possibility may be lost in consequence.
3. He proposes to find out how many refugees are in real danger and give the Philippine Government a guarantee in respect of this limited number in hope that I.R.O. member governments will give asylum to the small numbers likely to be involved after 4 month period. He hopes His Majesty's Government would agree to take a proportion,
