Dear Delegation,
Your telegram No 13 of the 8th January, about refugees in Shanghai.
We have discussed this question with Sir. Arthur Rucker and Brigadier Greenslaw and have told them that there is little prospect on present form of our being able to accept any of these refugees, although we are quite prepared to examine any concrete
proposition which the International Refugee Organisation may put forward.
