Report by the Joint Planning Staff
As instructed we have, in consultation with the Joint Intelligence Committee:-
2.
(a) assessed the threat likely to develop against Hong Kong and the Leased Territories should the Communists secure control of virtually the whole of China;
(b)
examined whether Hong Kong can be defended
against the threat by the present garrison together with the planned reinforcement;
(c) considered what further military action is
required.
We have consulted the Colonial Office, and have taken into consideration the views of the Commanders-in-Chief, Far East, given in SEACOS 896.
3. Owing to the short time available we have been unable fully to consult our Service Ministries. Our report is attached in two Annexes:-
ANNEX I
The Threat to Hong Kong.
ANNEX II
The Defence of Hong Kong.
Conclusions

We conclude that:-

there is little likelihood of a direct Communist
attack on Hong Kong if we show our determination to hold the Colony;
