For convenience and ease of reference we have been collecting together on this file a number of telegrams and extracts which have a bearing on the question of the Chinese refugee influx into Hong Kong.
The Secretary of State, in discussion with Mr. Paskin early last week, said that he wanted a telegram sent to the Governor asking for a full appreciation on this matter: the question had been raised in discussions in the Cabinet and he felt that he required further information. It was decided, however, to suspend action on this until after the Cabinet meeting last Thursday. Mr. Watson referred to this again by telephone on Saturday morning, and I now submit a draft telegram for conson. with a view to drawing the Governor on the two main points which I think we want to know, viz:
(a) what is the saturation limit in Hong Kong;
and
(b) when is that limit likely to be reached,
making closure of the frontier necessary.
