Dear Sir Marston,
Further to our telephone conversation of to-day's date, I confirm that the General Post Office is prepared to loan Mr.Arthur Thomas Welch for the purpose of installing special equipment at Hong Kong on the understanding that your Department will defray all expenses i.e. air passage (both ways) accommodation and food, a suitable allowance to be agreed with you before his departure.

It will be necessary for the Colonial Office to take over responsibility for risks incurred due to travelling outside this country.
I understand that Mr.Welch will be required as soon as possible after the 1st.September next. In the circumstances you will no doubt wish to arrange for the necessary inoculations at an early date.
