PUBLIC SERVICES.
Chinese- and Indian-speaking Officers.
(a) The Committee are fully in agreement that the post-war method of administration of the local population, particularly Chinese, makes it imperative that such Departments as Police, Education and Social Welfare should have on their staff officers who have made a study of Chinese and Indians and their language.
(b) The Committee considers, because of the nature of the problems involved, that there should be a Chinese-speaking officer in charge of the Immigration Department for the present and for some time to come.
Communists in Government Service.
(a) The Special Branch of the Malayan Police Force is able to give a list of known Communists holding appointments in Govern- ment Service, and now that the Malayan Communist Party has been declared illegal there is no reason why, by exercising the Sovereign Prerogative, such persons shall not be dismissed from Government Service.
(b) The Committee also agrees that instructions should be given for the careful screening of applicants for Government employment before they are appointed.
Security in Government Offices.
The Committee agreed that all officials in charge of Government offices should be reminded again of the necessity of enforcing full security measures in the offices under their charge.
