MOVEMENT CONTROL.
Powers of Detention and Deportation.
(a) The Committee is of the opinion that powers should exist to remove any person from Malaya other than a person who belongs to the Country. Such legal powers now exist in the Federation under the Banishment and Aliens legislation.
(b) Although it is understood that Government policy is opposed to the banishment of Federal citizens, this Committee recommends that consideration should be given to maintaining during the present emergency the widest possible powers of banishment which may include the banishment of Federal Citizens of Chinese race.
(c) The Committee considers that while the existing and contemplated wide powers of banishment are in force there is no practical need for the introduction of legislation similar to that which exists in some British colonies for the deportation of undesirable British subjects.
Immigration Control.
The Committee agrees that the numerous existing laws governing the immigration of both aliens and British subjects do not give the powers necessary to effect adequate control. The Committee recommends that early action should be
taken to bring the new Bill, which is understood to be now in draft, into
force, and that it should be complementary to the existing banishment laws.
