Memorandum from Winistry of Foreign Affairs to H.F.K. Subassy

The Kinistry of Foreign Affairs present their compliments to H.F.M. Fabassy and, with reference to the Embassy's memoranda Nos. 61 and 62 of 6th February and H.B.M. Azhassador's Note No.128 of 11th March regarding the destruction by fire of the British Consulate-General and
the property of incel British firms at Shameen, Canton, have the honour to state that the Ministry will send a separate reply about the results of investigation into the Shameen Incident and the compensation for lossES incurred therein. An interis reply to the request that the British Consulate-General and British firms be allowed to import into Canton duty free and without the usual forɑmlities the supplies necessary to replace those which were destrayed during the fire has already been addressed to the Embassy in the Ministry's memorandus No, vai (37) Cu I 04037 of 20th February 1943, in which it ms stated that the matter had been referred to the competent authorities for consideration and action, A reply has now been received from the said competent authorities, to the following effect:-
"Special permission may be granted for the import into Canton, duty free and without axswination, of the necessary replacements of official effects by the British Consulate-Cenerel at Canton and of supplies for their own use by members of staff of the usid Consulate-General. he parties concerned howevar should be requested to inform us of the number of parcels in which the necessary supɔlies will be imported so that instruc- tions may be issued for action to be taken accordingly, However, in accordance with the provisions of the Foreign Trado Regulations promilya ted by the "xecutive Yuan on 18th August 1947, an Import Permit mist first be obtained from the Export-Import Board for all imports before they can be released. ́t is regretted that we cannot agree to the import by Pritish firms and nationals, duty free and without the usual formalitias, receksary replacements.

As regards the application for import permits for the necessary replacements for the Pritish Consulate-General and the members of the staff, the Ministry have already requested the competent authorities to deal with the matter, When a reply is received from then, the Vinistry will communi- oate further with the hassy.
