THE COMMITTEE had before them a draft telegram from the Colonial Office to the Governor of Hong Kong which had been circulated under cover of a Secretary's Minute
280.
In discussion, it was generally agreed that the Chiefs of Staff could not and should not object to the draft telegram which represented an exchange of views between the Colonial Office and the Governor, Hong Kong. On the other hand, it should not be supposed that the Chiefs of Staff approved of the telegram which sought to disuade the Governor of Hong Kong from sustaining his objections to a course which would permit Chinese jurisdiction in a part of the Hong Kong territory. In reply to the Ministry
of Defence therefore, the Chiefs of Staff should draw attention to the views they had previous expressed and say that they still adhered to those views.
THE COMMITTEE:
Instructed the Secretary to inform the Ministry
of Defence accordingly.
