Copy of a Minute (Reference COS 1337/7/8/3) dated 7th August, 1940, from the Secretary, Chiefs of Staff Committee to the Minister of
Defence.
The Chiefs of Staff have considered the revised draft telegram from the Colonial Office to the Governor, Hong-Kong, which you sent to me on 4th August.
They ask me to say that they do not consider it would be appropriate for them to comment on this draft telegram since it is no more than an exchange of views between the Colonial Office and the Governor. Their
own views were fully set out in Stapleton's minute to Wheeler of 11th June, and they have no reason to alter this military opinion which was expressed in that minute.
