As a result of yesterday's meeting in the 27t Mr. Radford and I have concocted a draft savingram to the Governor of Hong Kong putting the Chinese compromise proposals (233) to him with some comments from here and inviting his views.

Mr. Scott of the Foreign Office, who was at the meeting, has gone on leave and it has occured to me that Mr. Sidebotham may care to send the draft (if approved) to Mr. Scarlett for Foreign Office concurrence.

When this is received we have to clear the proposed savingram with the Ministry of Defence. I do not think there can be any question of their agreement being required before we can consult the Governor on this matter. What we should do, as I see it, is to inform them of an important move in the negotiations (in view of their interest in their result) and to give them the opportunity of commenting on the particular paragraph of the draft (the last) in which I have referred to our reference to them. This paragraph is, I think, necessary because we have not

yet told the Governor about this reference and he should have the whole picture. I attach a draft to the Ministry of Defence. A copy of this might be sent with the draft savingram to Mr. Scarlett.
