Draft "A", I think, correctly represents the conclusions reached at the meeting over which I presided in your absence. My suggestion at the meeting was that when sending thisto the Foreign Office for concurrence we should also seek L the Ministry of Defence) concurrence in the terms of the approach to the Governor, having regard to No. 237 on this file. Despite "X" of Mr. Wallace's minute of the 29th May, I still consider that this is the proper course. I have also come to the conclusion that we shall have to telegraph. The Chinese are making considerable play, I understand, with the fact that we have not yet replied to their latest proposals in their endeavours to keep the settlement of the Canton incident linked up with the Kowloon incident (see No.13), and it is important that we should have the Governor's reply ready to hand as soon as ever the Law Officers report. They have had the joint memorandum for a week or so
now.

I should, therefore, seek Foreign Office and Ministry of Defence concurrence in the draft telegram herewith. "B" can be amended for that purpose.
