who should be admitted to the Colony, the best procedure,
unget
it is suggested, would be to prepare a list of persons it
is desired to exclude from the Colony, and ask that "Not
valid for Hong Kong" should be stamped on the passports
granted to such persons. If this method is adopted
possible and
the list should be as short as
there should be a positive reason for
the inclusion of persons in it, namely that their presence
in Hong Kong would in present circumstances be an actual
danger to security. It would be unwise to include Indians
solely because they had collaborated with the Japanese
during the occupation.
