Entry of Indians. Policy has now been

discussed in consultation with Commonwealth

Relations office and Security Service.

2. Latter are opposed to use of their link in

New Delhi to guard Hong Kong interests in the

exclusion of Indian undesirables. So far as

they are concerned, they would be content if the

arrangements made with India in regard to the

United Kingdom were applied to Hong kong.

Position in this respect is that last December

Governments of India and Pakistan were asked not

to grant to the more notorious Indian

collaborators passports admitting them to the

United Kingdom without prior reference.

Neither Government has commented and it is

assumed that they accept this procedure, which

was designed to be of general application and

without reference to any list of undesirable

persons.

3. Since from Hong Kong's point of view it

would presumably be undesirable to leave it to

the Governments of India and Pakistan to decide
