Latter are opposed to use of their link in New Delhi to guard Hong Kong interests in the exclusion of Indian undesirables. So far as they are concerned, they would be content if the arrangements made with India in regard to the United Kingdom were applied to Hong Kong. Position in this respect is that last December Governments of India ead Pakietan were asked not to grant to the more notorious Indiaa collaborators passports admitting them to the United Kingdom without prior reference. Neither Government has commented end it is assumed that they accept this procedure, which was designed to be of general application and without reference to any list of undesirable persons.

Sc Since from Hong Kong's point of view it would presumably be mdesirable to leave it to the Governments of India and Pakistan to decide who should be admitted to the Colony, the best procedure, it is suggested, might be to prepare a list of persone it is desired to exclude from the Colony, end ask that "Not valid for Hong Kong" should be stamped on the passports granted to such persONG. If this method is adopted the list should be as short as possible and there should be a positive reason for the inclusion of persons in it, mamely that their presence in Hong Kong would in present circumstances be an sotual danger to security. It would be unwise to include Indians solely because they had collaborated with the Japanese during the occupatio8.
