You should see No. 10 and the draft reply proposed opposite, which I have discussed with Mr. Wallace. I don't think that we need say any more than this. The Governor must clearly have freedom as to whom he nominates and, if there happens to be a suitable Indian, he may well see fit to nominate him. I should be inclined, therefore, to inform the Governor of this, inviting his comments, in draft despatch opposite.
