however, that the necessary amendments of the Royal instructions were under preparation. Some work was done on this and a draft was prepared. It was then decided to hold up work, since a further amendment to Royal Instructions was likely to be necessitated by the requirements (now set out in para.6 of (5)) that any bill proposing to rescind powers already granted to the Municipal Council should be reserved for the signification of His Majesty's pleasure. And on that point we still await the Governor's comments which were specifically asked for.

When we receive them we can proceed with both amendments to the Royal Instructions at one and the same time.
