When are we to advertise for witnesses to come forward ?
I have told the Secretary to draft a letter to the Governor
on the subject. There are one or two things before we go.
( Reads draft of Secretary's letter to R.E.the Governor ).
That letter will be sent to the Colonial Secretary and Mr
Sercombe Smith will recommend that this be advertised in all
the Chinese and English papers while the Commission is sit-
-ting. I had a letter from Arch Deacon Bannister in which he
said that the Rev Fong Yat San of Kowloon says he has evid-
-ence to give before the Commission with regard to the aboli
-tion of cubibles in houses.
Does that come in the province of the Commission.?
The Rev Fong bas I understand a number of questions discuss-
-ed by Chinese residents in Kowloon. If we find them beyond
the province of the Commission we will tell the reverend
gentleman. So (to the Secretary) please take his name. With
to the question of cubicles Mr Osborne spoke to me the other
day and he wishes to appear before the Commission, princi-
-pally with the idea of giving his views with regard to the
modification of the Ordinance. I think it is within our
province to recommend modifications but I think we ought to
be cautious as to whether we do recommend modificationa.
That is a matter for us to remember but as pointed out it
appeared to me he wished to go outside the lines of our
Commission and I told him he had better write a letter to
express more olearly what he had in mind. It seems to me
that the best way would be to tell Mr Osborne that we would
be very pleased to see him and, when we know exactly the
points he has to bring up, we can make up our minds as to
