Perhaps I had better read the Commission. ( Reads ) administration I take it is if we find it is distinctly unsatisfactory to have such things (sinks ? ), or not to have cubibles, it is within our Commission to make a recom- -mendation of that sort if we think fit. Mr Osborne has of course, the other redress. He has the Legislative Council. I question whether that does come within our scope.

I think it does, and I will tell you the reason. When His Excellency first sent for me and told me he was to appoint

me Chairman he then explained briefly what his ideas were

and he then said he did not wish himself to amend the

Ordinance unnecessarily.

That is what he told me.

The Chairman:- I understood him to say that if we could point out certain

alterationsto the Ordinance were necessary without injury to

the effectiveness of the Ordinance, he would be willing to

consider then.

Shelton Rooper:- As a matter of fact, from what has transpired up to the

present time, there is only one way of improving that

Ordinance and that is to emend it. It is shown up to date to my mind and it must be clear in all your minds here that the Sanitary Department have been trying to usurp the authority of the Sanitary Board and they have done it by an amending

Ordinance

slipping in No25 of 1903 and the first thing and

it will be one of the first things we will be bound to

recommend even from the evidence we have taken already to

improve the administration will be to put that matter right. I told His Excellency that my opinion was that the Ordinance

was very drastic and I went on to say that it appeared to me

that the Ordinance had to be edited, because there was a
