APPROVED PROCEDURE FOR CONSIDERATION OF REPORTS BY

COLONIAL GOVERNORS ON POLICE FORCES.

Mr. Seel has minuted as follows on file 14882/48, where are registered all the originals to the replies to the circular despatch of the 5th August, 1948:-

"Sir Thomas Lloyd spoke to me about the general manner of handling this correspondence. The replies to the circular despatch of the 5th August and to the Secretary of State's personal letter of the 20th August tie in very closely, and he wishes the two to be considered together in the case of each Colony. Further, as a number of points may arise in the case of some Colonies, registration on a regional basis may prove unwieldy, and it would be better to treat the official and semi-official replies together for each Colony separately, unless there are special reasons to the contrary.

Since these reports have been furnished as the result of special directions from Ministers, it will be necessary to go through them carefully in each case and report the situation to Ministers with an indication of the action necessary

We must ensure that there is no action required at this end which goes by default.

In accordance with this direction a series of 14682 sub-files has

been opened upon which are registered

(i) the replies by the Colonies to the circular despatch

of the 5th August:

(ii) for background purposes only, copies of the replies from

Colonial Governors the Secretary of State's porsonal letter of the 20th August: action on those replies on the Intelligence side is being taken by Sir Marston Logen oh another series of files (14295).

On each file in this series dealing with the Police organisation, Defence Department will first minute in such a way as to indicate the ? salient points in the replies and more especially those matters upon which action in the Colonial Office is required. The file will then be sent to the Geographical Department concerned for the carrying out of such action as may be necessary. In due course Defence Department will assemble this series of files again and prepare a report on the stage reached in the development of any action to be taken in the Colonial Office,
