General Li has not publicly advocated in Hong Rong armed revolution in China, nor, to the best of our present information, has he done so privately.
29 We have not, up to date, any evidence that he is using Hong Kong as a base te recruit people in Kuangtung for an armed uprising in the South.
30 In his public utterances, he has not gone further than criticizing the policy of the National Government as being likely to provoke an arsed uprising within one year. Some of his recent public statements have also contained criticism of American policy in China,
440 I agree that political refugees in the Colony cannot be permitted to indulge in activities calculated te disturb relations between H.M.G. and the Government of & friendly power and, although General Li has not so far ever-stepped the mark, he has been given to understand that we will pet telerate his doing so, He has been told that his utterances may tend te embarrass us and verned to exercise restraint.
