in order to avoid diverting the existing staff from the immediate and urgent problems of
rehabilitation and development of the Colony, the Secretary of State trusts that the Governor will not hesitate to submit recommendations.
A suitable paragraph should be included in the open despatch, covering also appreciation of the Governor's own work in this connection.
