X. Suggestion in paragraph 25 will be agreed, with further suggestion that this proposal might also be applied to non-Chinese subjects.

Proposals in paragraph 31 regarding functions to be discharged by Municipality will be agreed to but the view will be expressed that certain matters such as t own planning, education and social welfare will have to be made subject to general policy control by Central Government and the point made that care will be necessary in defining the functions; in particular the expression "Public Works" seems much too wide.
XII. As regards paragraphs 33 and 34, my reply will express agreement with your view that appointment of Commission should be deferred until Council has been - constituted so that Commission can include members of
Municipal Council. I propose also to ask that the Commission be reminded of need for making specific provision so far as necessay in all these arrangements for application to Municipal finances of external control which is exercised over Colony's funds whilst in receipt of assistance from H. M. G. and for the carrying out of the Colonial Government's responsibilities in respect of any scheme under the C.D. & W. Act with which the Municipality may become concerned; to suggest Commission should also be asked to report on steps to be taken to avoid wasteful duplication of services in administration of urban and rural areas; and to say that I would wish to be consulted on Commission's recommenda- tions before any decisions are taken on them.
