Suggestion for reducing minimum age in case of members of Council from 30 years to 25 years will be made in my reply unless you would prefer to amend proposals in your despatch on this point.

V. Subject to paragraph 5 above, reference to understanding agreed to in comments on point (a) in your telegram No.406 will be included in my reply.

If you agree, on reconsideration, that nominees of trade unions should be increased to three - see paragraph 4 proposals in your despatch might be amended so that it will not be necessary to make this point in my reply.

VII. Comment will be made in my reply on point (g) on the lines of the last sentence in paragraph 6.

VIII. Recommendations and views in paragraphs 27, 32, 35, 39 and 43-45 of your despatch will be agreed to without comment in my reply.

IX. Proposed qualifications for voters in p aragraph 24 will be reserved for further consideration, without of course any mention of my doubts in paragraph 5 above, unless you are able to suggest a suitable alternative to the juror's qualification in your reply. In that event you may wish to propose some amendment of paragraph 24 of your despatch before it is published.
