will break down or troublesome delays will occur if

the number of electors polling at one station is

excessive.

As we cannot accurately predict the number

of electors until registration is complete, I think

the best way of solving the difficulty would be by

selecting as polling stations where the number is

likely to be large, premises in which two rooms

would be available. If the number of electors for

the station proved to be unduly large the electors'

list for the area of the station could be split up

for streets A to K and L to Z and notices directing

the electors to the appropriate rooms posted outside.

Once the Municipal Electors Ordinance and

other Ordinances become law, the Governor in Council

can consider and prescribe the form of application

for registration and this can be printed, together

with notices as to the qualifications of electors.

Places at which forms and notices will be

available to the public will have to be selected in

each ward.

Registration of non-Chinese electors will

not be so complicated.

The Municipal Area will form a single

constituency, but for the convenience of voters and

for limiting the number of voters to be polled at

any one polling station there should be half a dozen

polling stations, e.g. Causeway Bay, 2 Central,

University, Tsimshatsui, Argyle Street.

The non-Chinese electors will be registered

in alphabetical order.
