the Colony is in receipt of assistance from His Majesty's
Government, the external control exercised over its
finances in consequence of that assistance will be
applied to the finances of the iḥmicipality in so
far as this may be necessary, and to the need for
providing that the Municipality shall carry out the
sooounting responsibilities of the Colonial Government in
regard to any Oolenial Development and Welfare scheme
with which it may badame concerned,
In this context I would also sugest that it ·
would be more appropriate to describe the process of
bending over of fimetime to the kunicipal Council as
one of gelaration rather than of transfer, since it is
clearly not intended that the Legislature should surrender
its powers and vest them in the municipal Council, but
rather that the Legislature should delegate certain of
its powers to the Municipal Council, to be exercised by
that douncil.
5. I have referred above to my statevent in the House
of camions on the 5th March, in which I announced ny
anseptance of the resɑmendations in paragrapha 43 to 15 of
Sir Mark Young's despatch for a modification of the
constitɔtion of the Legislative Council, These changes will
Bachieve a more direct and propertionately inaressed
unofficial representation on the Legislative Council.
Together with the Municipality proposals they constitute
a moet weloase step in the direction of sound constitutionai
