in paragraph 46 of that deepatoh, Bir Mark Young
requested authority to preceed forthwith with all detailed
proparstions, including the drafting of the necessary legislation, to give eficut to his proposals and
osamen etiɛna. In somveying to you this muthority, subject
to the comments in paragraph 4 above, I desire to say that
I appreciate that much work will be involved in the
preparations for the institution of Municipal Government and the revision of the present somatiŝution of the Legiɛlative
Couno11. should you came to the conclusion that additional
staff is required over and above the appointment of a
Town Clerk, to avoid divorting your existing staff from the
iɛmmediate and urgent problems of rehabilitation and
development, I trust you will not hesitate to raise the
matter with me.
8 I have already expressed to fir Hark Young my
appreciation of the thoroughness with which the whole
question of constitutional advance in the Colony of Hong Yong was examined under his guidance and supervision during his tenure of Office, and of the clear and caspetent way in
which the various argumenta and his conclusions were conveyed
to me in his de patch No. 145 of the 22nd October 1946, I also
ashed that an expression of my appreciation be conveyed to
ir. T.M.Hazlerigg, .0, B. E.,M. C., for the experienced advice
and ready assistance which he gave throughout to ŝir Mark Young,
It is fit ing that this despatch should conclude with a
further acknowledgment of my deep sppreciation of the careful work
of Sir Mark Young and är, Hazlerigg in devising the means whereby His Maj⋅ ɛty's Goverment will best be able to give effect to their Jesire to invite the inhabitants of the Colony of liang lỏng to
assume a fuller and more responsible share in the manageɛeat of
their own affairs.
