Constitution.
After discussion with Young it has been decided that his despatch No. 145 of 22nd October 1946 shall not (repeat not) be amended or altered in any way prior to publication, Paragraph 5 of my telegram No, 958, and the whole of my telegram No. 959 are therefore cancelled.

In consequence of above decision my open despatch now comments in addition on question of differentiation between non-British Chinese community on one hand, and non-British European and American communities on other, in regard to residential qualifications, This despatch, No. 222. of 3rd July was sent by air mail on 4th July.

I do not propose to publish Young's despatch No. 145 and my despatch No. 222 in printed for in this country, since this would involve further delay, but I propose to arrange for copies to be placed in the Library of the House of Commons on the same day as they are published in Hong Kong and for a Parliamentary Question and Answer on the same day drawing attention to them. Copies will also be made available to the Press here.
Please telegraph suggested date and time for publication in Hong Kong in receipt of my despatch No. 222, bearing in mind that Wednesday is usual day for Colonial questions in Parliament and that at least two days notice of question will have to be given,
