any smaller number would mean that non-members would have to be co-opted on the Council's Committees. This Sir M. Young did not favour since non-members would lack the prestige of Councillors and this might detract in the public mind from the prestige of the Committee itself.

30 is not likely to be an unworkable or unmanageable number.

The changes contemplated in the constitution of the Legislative Council should be introduced before the Legislative Council considers the legislation setting up the Municipal Council.

We have not hitherto had any recommendation from Hong Kong

about the timing of the changes in the Legislative Council.
