I have arranged for clean copies to be made of the draft despatch. I think we should send copies of the final draft to both Mr. Kitson and Mr. Helsby, and I submit two brief drafts accordingly.
Sir A. Grantham will also want a copy, and we should, at the same time, bring up to date the set of papers he has about the Constitution, by letting him have copies of the telegrams indicated in the draft letter which is also submitted for your signature. As some of these documents are secret, it would perhaps be better not to send them through the post, particularly as we are expecting
Sir A. Grantham on Thursday. If you would care to sign the letter I will deliver it to him personally on Thursday.
