We shall have to get a reply off to the China Association's representations before the despatches are published and I have suggested elsewhere that it would be a good thing to invite them to come here and explain orally to them the position concerning the various matters which they have raised (see my note at 35). We shall also have to consider the arrangements to be made for publicity in this country. If the despatches are to be printed as a non-Parliamentary publication, that would no doubt involve some further delay, and the best course might be to place copies of the despatches in the Library of the House and to have a pre-arranged Question and Answer drawing attention to the fact that these details are available in the Library. In addition to any such arrangements
the Information Department should of course have copies of both documents and be asked to arrange for as much publicity as possible.
