On Sir Thomas Lloyd's instructions, copies of the draft despatch (Draft X) - amended in certain respects as the result of a discussion between Sir Thomas Lloyd'and Mr. Galsworthy have been sent to the Foreign Office and Treasury for their concurrence, together with copies of the two draft telegrams (marked 'B' and 'C').

The file is now sent forward for the submission to the Secretary of State of the revised draft despatch (Draft X) and the draft telegram marked 'B' the other draft telegram marked 'c' has already been passed subject to approval of Draft 'B'7.

The main points are, I think:

In reply to our request to reconsider the question of increasing the number of seats to be allocated to trades unions from two to three, Sir Mark Young has stated (49) that he still sees the greatest objection to allocating to trades unions three out of the five nominations which Chinese bodies are to exercise. It is proposed to accept the allocation of two seats for the time being (see paragraph 3 of Draft 'B'), but in the despatch which is to be published to make it clear that the Secretary of State hopes that an increase will be made in the number of seats to be allocated to the trades unions when the allocation of seats is first reviewed (paragraph 3(a) of the draft despatch - x).

On the second question, the Acting-Governor has agreed to our proposals for amending the franchise qualifications so that persons shall not be disqualified from the Vote on account of being over 60, or on account of ignorance of the English language, deafness, blindness or other such infirmity, or because they are females. This point is dealt with in paragraph 3(c) of the despatch which is to be published
