I recovered these papers this morning
from the Telegram Copying Department.
But
Mr. Seel has directed that they should be recirculated to him for further consideration of the two draft telegrams marked 'B' and 'C'. I take this opportunity of attaching the draft open despatch to Hong Kong referred to in the final paragraph of Mr. Mayle's minute of 29th May: it may be convenient to consider the draft despatch together with the two draft telegrams opposite.
The basis of the draft despatch is Mr. Mayle's note at No.27 and our savingram to Hong Kong at No.30. It is, however, also based on the assumption that the proposal as to the franchise qualification in No.55 will be accepted; and it may sinardant be necessary to expand paragraph 3(c) of the draft despatch in the light of the reply to paragraph 3 of No.55. The draft despatch is also based on the assumptions in the two draft telegrams marked 'B' and 'C'. It differs also from the general lines laid down in Nos. 27 and 30 in regard to the question of the appointment, as soon as possible, of an experienced Town Clerk, on secondment from this country, for a period of about 2 years. Sir Mark Young's despatch at No.47 asking us to take this action, in spite of his earlier doubts and our advice in paragraph 4 of No.4, crossed with our savingram at No.30. I have had a separate file opened (54393/47) for this matter but when we send the draft despatch to the Foreign Office and Treasury for approval, in the covering letter to the Treasury we should draw attention particularly to this proposal and obtain their authority for it.
