Mr. Galsworthy has prepared the draft of an open despatch to Sir Mark Young's despatch No.145 which will be submitted when these three telegrams have been disposed of. Sir Alexander Grantham is coming to see me at 2.15 next Tuesday. He has had copies of all the constitutional correspondence and I would propose to let him have then copies of these three telegrams and also show him the draft open despatch, in case he has any comments to offer. It will be necessary to get the concurrence of the Treasury and the Foreign Office.
