Secondly, Hong Kong came within the China theatre
and China had therefore the right to demand

the extradition of any Chinese who
committed crimes in that Colony during
the occupation.
That if the Hong Kong Government should
still refuse Your Petitioner's surrender,
the Chinese public in Canton would possibly
start a more serious anti-British movement
than was commenced over the National Times
affair.
That personally he Li Hon-chung believed that what-
ever Your Petitioner had done during the occupation
was done under duress, but that in a democratic state
the Chinese Government could not ignore public opinion,
i.e., agitators etc.
Your Petitioner is now in hiding from arrest pending
representations as set out in this petition.

Your Petitioner respectfully draws attention to
relevant sections of the Chime se Collaborators (Surrender)
Ordinance 1946 under which Your Petitioner's surrender is

time of the act in respect of which an order for
