who took the Japanese surrender in that city was appointed

by the Chinese Government, this could be used as a basis

to approach the British authorities for the surrender of

Your Petitioner whose 'crimes' had been committed în

Hong Kong.

According to Wong Hau-cheung's messenger, the position

set out in General Chang Fa Kwei's statement was confirmed to

be the correct one at a later meeting with Li Hon-chung, Chief

of the General Staff Department of the Canton Military Head-

quarters.

Within a day or two of receiving this message, the

two persons mentioned, Ho Kin-cheung and Au Yeung Wai, who had

been at that time in Canton on business, reported to Your

Petitioner that they had interviewed the said Li Hon-chung who

had informed them to the following effect :

(1) That Wong Hau-cheung had written to Ceneral Chang Fa

Kwei complaining of his inability to control the paper

whereupon the General had cabled to Locke Loy-tim

calling upon Wong to report to him in Canton.

(11) That in order to off-set public opinion in Canton,

the question of Your Peti tioner's exoneration had to

be deferred.

(iii) That his forecast regarding the Hong Kong Government

reply to Canton's request for your Petitioner's

surrender was that this reply would be to effect that

whatever Your Petitioner had done, he had done it in Hong Kong and not in China and that Canton's reply to

this would be :

Firstly, Although the Wah Kiu Yat Po had been printed

during the occupation, yet there had been

publication in China i.e., in Canton through

a distribution office therea
