Petition has been forwarded by air mail under cover of my despatch of 7th October, which gives particulars of application by Chinese authorities for his surrender unter tbe Chinese collaborator (Surrender) Ordinance.
Further communication from solicitór, Da Silva, on the subject has been received for transmission to you, and is being sent by the next air mail.
Although I have issued warrant for arrest of shum, it has not yet been effected and it is possible that he has left the Colony. In any event, no decision on application for surrender adverse to him will be taken until you have considerad the patition,
