We have instructions from professional clients in
Hong Kong to present a Petition to the Secretary of State
for the Colonies.
The circumstances are shortly as follows.
A British subject in Hong Kong is in danger of being
handed over to the Chinese on the grounds of collaborating
with the Japanese during the War. We need not trouble you
with any of the details except to say we have been instructed
to lodge a Petition with the Secretary of State for the Colonies
and it is suggested that the circumstances should be argued
before the Pecretary of State by some eminent K.C. We
are ignorant in regard to procedure or of any Counsel whose
practice includes the dealing with such Petitions.
