I beg to submit the following suggestion for the consideration of the Municipal Constitution Committe of Singapore, and I shall appreciate if you would kindly place it before the Committee for its consileration.
Any person who was a member of the Municipal Commission of Singapore, that is a Municipal Commissioner of Singapore, on or after the 8th December, 1941, and who evacuated from or left Singapore on or before the 10th. February, 1942, should be permanently debarred from sitting on the Municipal Commission of Singapore and/or from holding any position of responsibility and trust in the Municipality of Singapore. This ineligibility should be equally applicable to a Municipal Commissioner who may be elected by popular vote as to one who may be nominated by the competent authorities This ineligibility however should not apply to any Commissioner of the Singapore Municipality who left the Colony between 8th December, 1941 and 10th February, 1942, in compliance with orders or instructions of the Government of the Straits Settlements.
Should the Constitution Committee require reasons and explona tions as to why the above suggestion is made for it to be embodied in the future constitution of the Municipality of Singapore Colony, the undersigned would be pleased to give them on receipt of the Committee's instructions to that effect.
