Dear Sir,

In answer to your advertisement on the subject of the Municipal Constitutional Reform, I have ploe sure to submit my views on the matter.

Since my ret rn to this country over a month ago I have been struck by the chaotic social conditions of this place as a result of the Japanese occupation. There is no doubt whatever that the social problem confronting the City Authorities is the biggest ever, and will continue to be so for many years to come.. I therefore feel that your Committce should bear this great problem in mind in making recommendations for the future structure of the Municipal Commission.

It must be conceded that social problems are best tackled by persons specialised in the job, and particularly the problem of women and children. It is understood of course that departments and committees already exist to tackle this vast problem, but it is felt that the inclusion of persons experienced in social work in the future structure of the Commissio will go a long way to help formuletu a policy to satisfy the need of the communities of this City. It is important that some one at the top should be conversant with the work ordered to be done by a committee or department under its jurisdiction.

In general I feel that the problem of women and children is best tackled by women, and I hope that your Committee will bear this delicate-problem in mind in their deliberations and consider the inclusion of women in the new structure.
