I beg to submit my views herein.

The number of commissioners is to be fifty (50).

They should all be elected by the ratepayers without distinction of

The commissioners should be sufficiently educated in English who can understand and able to deal with all municipal affairs. must be ratepayers. They can be either male or female.

All ratepayers

Singapore is to be divided into several words. whether male or female should have votes. No association or body is to be given any right to nomins to any commissioner.

All persons of either sex who pay rates should have the right to vote.

The disqualification mentioned in Sections 6 (5) and 8 of Cap. 133 should be adopted.

The whole of Singapore Island should be included in the Municipal Administration. The island is too small to divide into town and

rural districts.

The municipality should absorb P.W.D., Land Office The head of the Municipal Commissioners should be a Mayor elected by the public or commissioners as is the case in several large cities in the East, such as Colombo, Madras, Calcutta and Bombay. In fact, the entire government of Singapore should be run by Municipality.

The Municipal Commissioners are to be empowered to raise taxes in all manner of ways necessary to run the municipality.
