I think I am right in saying that so far the principle has only been given effect to in cases such as Ceylon and Jamaica, where more or less the whole sphere of Government is placed under the charge of a body of Ministers, and in Kenya, where a single block of work has been put under the care of a man who, although he is known publicly as a prominent unofficial, is now for all practical purposes a full-time employee of Government I am not sure whether either of these procedures is envisaged or would be appropriate for Hong Kong. The draft rather suggests a procedure under which one or two individual members of the Council would have a much looser responsibility for blocks of subjects. I am not quite sure that that is likely to give. satisfaction because if those individuals are the leading members of Council they may feel that what is really being done is to tie them down to interests of a subsidiary kind, instead of leaving them in a position to comment generally on Government policy. There is obviously a considerable difference between handing over limited blocks of executive work to the supervision of unofficial members and the handing over of more or less the complete field of Government to such supervision, as in Ceylon and Jamaica. I express views on these matters with some hesitation as they are a matter of politics which has not been my particular sphere, but I do suggest that this particular matter requires rather careful thinking out, and that it might be better to put it much more tentatively in the present draft.
3) I think the Secretary of State felt that the original draft made too much of the precedent of Singapore, and I have, therefore, suggested an omission of the second reference to that in the draft.
