There is no further action to be taken as regards the Constitution problem until we have

a reply from the Governor to the telegram at No. 79.

I am re-submitting the file for further consideration of the suggestion at X/ in my minute of the 21st January. If it is agreed that the Secretary of State's instructions concerning Hong Kong at sub-paragraph (f) in his minute of the 18th January should be brought to the notice of all the Subject Departments, including Colonial Service Departments, I hope Sir Thomas Lloyd will also agree that this should be done by his direction.
