book is carelessly written up. We have only one more question, the question of concreting. It says the

Inspector must go down and open up the concrete. Do

you think an Inspector is justified in not opening up, if he gets distinct orders to open up ↑

No, it is his duty to do so. I dont think he ought to ask for that order, unless he really neads it, of course, it may be the custom that a man gets a bundle

of authorities, and inspects the houses afterwards.

16.126 I have got a number of cases in my mind, where Inspectork

receivedan order to open up and examine concrete, which had laid for a number of years in certa!! houses. He

visited these houses, and from evidence we have had

before us he made only three holes out of the ten or

twelve houses, and then he came back and reported on

the whole of them?

He was not justified in doing that. He ought to have

reported that he only opened up three.

16.127

Dr Clark, have you heard that there is general complaint

amongst Inspectors that they are not allowed to

complain direct to the X. 0. H. ?

I have never heard that, but I can tell you that quite recently, since I resumed aɛ X. 0. H., I sent a circular round to each of the officers, saying what hours I would be there, and that I would see any Inspectors in those Districts, at the office in those hours, so there cant be that complaint now.
