I have occasionally noticed members of the staff in
improper uniform, and whenever I have noticed it, I
have always made enquiries, and ascertained thy they
were not wearing their uniform. Only yesterday, for
instance, in the house to house cleansing work, which I
was inspecting, I saw a foreman not in uniform, und
wished to know why he was not in unifɔm. His explanat-
ion was,
- there usually is some explanation, either
that in summer their uniform is in the wash, or that
they have soiled so many suits, and have not get any
