Probably not. It would probably go to the Secretary,
who would send for the contractor. Of course, these
contractors dont speak English, and as always have a
Secretary who speaks Chinese, and it is looked upon as
one of his functions, whenever a Chinese contractor has dealings with the pepartment, that the Secretary should be able to converse with him, and to explain difficult-
ies to him.
