15.426 Are not the complaints to the M. 0. H. brought about
because the District Inspector thinks it too much troub-
le for him to find the contractor, to explain to him
what is wrong, and reports to the senior Inspector, who
reports to the M. 0. H. without having made the
contractor understand what is wrong ? You see what I
mean by that, that there has been a report made in das course from the District Inspector, through the Senior
Inspector, to you, and you have taken action on it,
and perhaps stummoned the man.
The action I take is to send for the man, and find out
why he is not carrying

to you that he did not know what he was being charged
with, or what he had to do?
No, he has never made that charge. I cant assume that a
man who enters into a contract, does not know what the
terms of his contract is.
